neon trips when it rains. using #2161 transformers.

Open faced neon channels: We are using #2161 transformers. Everything has good grounds. All neon has PK's and everytime it rains the letters keep tripping. After it stops raining and transformers re-set everything seems to be OK.

HELP!!
